【Important Notice】Notice on Carrying Out the 2025 Gradient Cultivation Action for Smart Factories

（一） Provincial industrial and information technology authorities, as well as relevant central enterprises, should organize local and group enterprises above designated size to carry out self-assessment and self construction of basic level intelligent factories.

（二） Provincial industrial and information technology authorities, in conjunction with relevant departments, will carry out the cultivation and recognition of advanced level intelligent factories in the local area. Relevant central enterprises will also carry out the cultivation and recognition of advanced level intelligent factories in their own groups, and submit the list of advanced level intelligent factories to the Ministry of Industry and Information Technology (Equipment Industry Department 1), while relevant central enterprises will simultaneously submit it to the State owned Assets Supervision and Administration Commission of the State Council (Science and Technology Innovation Bureau).

     According to the requirements of the "Element Conditions", the Leading Intelligent Factory focuses on digital transformation, networked collaboration, and intelligent transformation for construction, explores future manufacturing models, and creates a globally leading development benchmark.

（一） Declaration conditions

1. The applicant is registered within the territory of the People's Republic of China, has independent legal personality (for industries with special circumstances such as petroleum and petrochemicals, non-ferrous metals, etc., branch offices of legal persons are allowed to apply), and meets the basic requirements of the "Element Conditions".

2. The applicant must be a leading enterprise in the industry and field, with core products that have global competitiveness, and necessary resources such as funds, talents, and technology to invest in the construction of a leading intelligent factory.

3. The applicant must have been rated as an excellent level intelligent factory, with intelligent manufacturing reaching a global leading level, and promote the widespread and deep application of artificial intelligence technology in accordance with the requirements of the leading level intelligent factory elements. They must also conduct preliminary exploration of future manufacturing models, accelerate the intelligent transformation of various links such as factory construction, research and development design, production operations, and operation management.

4. The applicant must cooperate in conducting on-site inspections, promoting technology, and exchanging typical cases.

（二） Organize and implement

1. The applicant shall refer to the "Scenario Guidelines" and "Element Conditions" and prepare the application form in accordance with the "List of Application Materials for Navigation Level Intelligent Factory Project" (Attachment 4), and complete the online application before July 18, 2025. The applicant is responsible for the authenticity of the application content and ensures that the application materials do not involve state secrets or trade secrets.

2. Provincial industrial and information technology regulatory departments, in conjunction with development and reform, finance, state-owned assets, market supervision, and data regulatory departments, organize project recommendation work. In 2024, the number of recommended projects for provinces (regions, cities) with more than 20 (inclusive) outstanding intelligent factory projects shall not exceed 3, the number of recommended projects for 10 (inclusive) to 19 shall not exceed 2, and the number of recommended projects for less than 10 shall not exceed 1. Projects in cities specifically designated in the state plan and relevant central enterprises shall be uniformly recommended by the province (region, city) where they are located.

3. The recommending unit shall complete the online review before August 1, 2025, fill out the recommendation summary table (Attachment 5) in the order of priority of the recommended projects, and submit one paper version of the application form (which must be consistent with the online filling), one recommendation summary table, and one recommendation letter stamped with the official seal to the Ministry of Industry and Information Technology (Equipment Industry Department 1).

4. The Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Finance, the State owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the National Data Administration, organized the National Intelligent Manufacturing Expert Committee to conduct material evaluation and on-site verification of the pilot level intelligent factory, determine the list of cultivation objects, and publish it.

5. Under the guidance of the National Intelligent Manufacturing Expert Committee, the cultivation objects shall carry out the construction of leading level intelligent factories, with a cultivation period not exceeding 2 years. Enterprises that have achieved their cultivation goals shall submit acceptance applications to the recommending units in a timely manner. After the initial review by the recommending units, the six departments shall organize the National Intelligent Manufacturing Expert Committee to conduct acceptance and recognition, and publish a list and promote it.

1. The industrial and information technology, development and reform, finance, state-owned assets, market supervision, and data regulatory departments in various regions should strengthen the hierarchical guidance and supervision of smart factories by relevant central enterprises, and encourage corresponding policy support.

2. The application, review, management, and evaluation of the smart factory project are carried out based on the intelligent manufacturing data resource public service platform (www.miit imps. com).
