【Important Notice】Applications for the 2025 Advanced Intelligent Factories in Jiangsu Province will start soon.

Recently, the Department of Industry and Information Technology of Jiangsu Province has issued a notice on organizing the application work for the 2025 Advanced-Level Intelligent Factories in Jiangsu Province. In accordance with the work arrangements of the Ministry of Industry and Information Technology and other central ministries and commissions regarding the gradient cultivation of intelligent factories and the digital empowerment of small and medium-sized enterprises, it will promote the construction of intelligent factories in a hierarchical and classified manner to advance the in-depth integration of the real economy and the digital economy.

一、Build a gradient cultivation system for intelligent factories

According to the Implementation Plan for the Gradient Cultivation Action of Intelligent Factories issued by the Ministry of Industry and Information Technology and other departments, manufacturing enterprises are encouraged to refer to the "Reference Guidelines for Typical Scenarios of Intelligent Manufacturing (2024 Edition)" (Attachment 1) and the "Conditions for Gradient Construction of Intelligent Factories in Jiangsu Province (2025 Edition)" (Attachment 2), and strengthen the integrated application of intelligent manufacturing equipment, industrial software and operating systems, and industrial network equipment on the basis of workshop intelligent transformation, to carry out basic, advanced, excellent, and leading level intelligent factory gradient construction.

The industrial and information technology departments of each district and city should develop a gradient cultivation plan and support policies for smart factories in their respective regions based on the foundation of free diagnosis work. They should encourage and guide enterprises to conduct self-evaluation of the level of smart factory construction by comparing the evaluation results of the "Jiangsu Province Enterprise Digital Transformation General Evaluation Index System (2025 Edition)" (Attachment 3) with the "Jiangsu Province Smart Factory Gradient Construction Typical Scene Enterprise Self Evaluation Reference (2025 Edition)" (Attachment 4), and recommend eligible enterprises to apply for provincial advanced level smart factories.

二、Application work for provincial advanced-level intelligent factories

（一） Declaration conditions
1. The applicant is an industrial enterprise registered within Jiangsu Province with independent legal personality (for industries with special circumstances such as petroleum and petrochemicals, non-ferrous metals, tobacco, automobiles, etc., branch offices of the legal person are allowed to apply and must have a unified social credit code). Both the enterprise and its products have strong market competitiveness.
2. The declared entity's production and operation are normal (financial statements for the past three years must be provided, and financial statements for less than three years shall be provided based on the actual year), and there have been no major (including) safety, environmental protection, or quality accidents (events) in the past three years, and it has not been included in the list of serious dishonest entities.
3. The applicant has completed the construction of an intelligent factory and has reached the advanced level of intelligent factory level through the self-assessment of the intelligent factory level of the flagship store of the Jiangsu Provincial Department of Industry and Information Technology on the Jiangsu Government Service Network. The applicant's self-assessment level of intelligent manufacturing capability maturity has reached level 2 or above of GB/T 39116-2020 "Intelligent Manufacturing Capability Maturity Model".
4. The applicant is willing to cooperate in on-site verification, technology promotion, and exchange of typical cases, and is responsible for the authenticity of all materials submitted (must provide a commitment to authenticity).

（二） Organize and implement
1. The applicant shall prepare the "Application Form for Advanced Intelligent Factory in Jiangsu Province" (Attachment 5) and complete the online application at the flagship store of Jiangsu Provincial Department of Industry and Information Technology on the Jiangsu Government Service Network before March 20, 2025. 三、Other matters

The self-assessment of enterprises' general capabilities for digital transformation, the self-assessment of intelligent factory level, and the application work for provincial advanced-level intelligent factories are carried out based on the "Recognition and Selection Application" section of the Flagship Store of Jiangsu Provincial Department of Industry and Information Technology on Jiangsu Government Service Network (https://www.jszwfw.gov.cn/col/col140127/index.html). The system will be open for self-assessment and application on February 24, 2025.
