DLMM is a new milestone in inheriting and promoting the achievements of the integration of informatization and digital transformation. The standard development team has been rooted in the demand side (Party A) for more than ten years, and has joined forces with the supply side, the third party and other relevant parties to form a spiral iteration work mode of "theory practice theory", which leads large-scale industrial applications with standards in promoting the integration of industrialization and industrialization, intelligent manufacturing, industrial Internet, digital transformation and other work. DLMM is just a new milestone of this work mode. It inherits the work achievements of integration of industrialization and industrialization, intelligent manufacturing, industrial Internet, digital transformation, etc. accumulated over the past decade, and more importantly, it integrates new trends, new laws and new requirements of data elements, digital capabilities (new quality productivity), and platform based socialized production relations. It is China's first initiative, with strong system, systematicness, and innovation, and has achieved large-scale industrial applications.
DLMM is the crystallization of the collective wisdom of all parties involved. The standard development work has received careful guidance from the competent departments such as the Ministry of Industry and Information Technology, the State owned Assets Supervision and Administration Commission, and the National Standards Commission, fully absorbing the achievements of the integration of the two industries management system, the action plan for digital transformation of manufacturing industry, the action plan for digital transformation of state-owned enterprises, and the digital transformation of small and medium-sized enterprises. It has also been jointly developed by more than 30 central enterprises such as CRRC, AVIC International, CCCC, State Energy, Dongfang Electric, CNOOC, Nanguang Group, CGN, Guangzhou Power Supply Bureau, more than 40 industry leading enterprises, more than 10 universities and research institutions, and more than 10 excellent service providers.
DLMM has constructed five integrated evaluation domains based on the five main perspectives of digital transformation. Based on the main perspective of digital transformation provided by the reference architecture, DLMM focuses on value system optimization, innovation, and reconstruction, clarifying five evaluation domains and their corresponding 20 evaluation sub domains (see Figure 1 for details): development strategy, business innovation transformation, new capabilities, governance system, and systematic solutions. It guides enterprises to promote digital transformation with value benefits as the guide, business scenarios as the traction, new (digital) capabilities as the main line, and data elements as the driving force of the system, accelerating the five in one collaborative linkage and global innovation of strategy, business, capability, management, and technology transformation.

DLMM puts forward the "five levels and ten grades" development stages and level grades for digital transformation. Based on the reference architecture, it presents a digital transformation roadmap covering two dimensions (transformation breadth and transformation depth), which is divided into 5 development stages (see Figure 2), 10 level grades, and 19 different changes (see Figure 3). This can help enterprises at different development stages and level grades accurately identify their own positions, and support enterprises in more diversified and personalized planning and design of roadmaps for upgrading to higher stages and level grades. The Ministry of Industry and Information Technology issued the "Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Pilot Work of Standard Compliance for Digital Transformation", which promotes the standard compliance and star-rating evaluation of digital transformation maturity based on DLMM. It adopts grades 3 to 7 corresponding to the current level of mainstream enterprises in the standard to promote the star-rating evaluation from 1-star to 5-star (see Figure 3).

DLMM specifies the path for improving the maturity of artificial intelligence applications. In the standard, the digital transformation is divided into 6 depth levels along the process from informatization to digitalization and then to intelligentization, corresponding to four types of models, namely information model, digital model, knowledge model, and intelligent model. The evolution process of the models also represents the process of deepening the application of artificial intelligence (see Figure 4).

At present, in the field of digital transformation, the Ministry of Industry and Information Technology and relevant units promote the implementation of five standards: the implementation of the upgraded version of the integration management system, the implementation of the digital transformation maturity, the implementation of the intelligent manufacturing capability maturity, the implementation of the data management capability maturity, and the implementation of the industrial Internet platform.
Upgraded version of the integrated management system for industrialization and informatization (website of the integrated management system evaluation and management platform:) https://www.dlttx.com/gltx )The aim is to help enterprises establish a comprehensive and systematic digital transformation system and operating mechanism through standard implementation, ensuring that the digital transformation process is continuously controlled and iteratively optimized. According to standards such as GB/T 23001 "Requirements for Information and Industrialization Integration Management System" and GB/T 23006 "New Capability Grading Requirements for Information and Industrialization Integration Management System", it is applicable to all industries and various types of enterprises. The standardization of digital transformation maturity aims to help enterprises systematically grasp the transformation laws from a global perspective, accurately locate the level and level of digital transformation maturity, clarify the direction and path towards higher development levels and levels, and use the T/AIITRE 10004 "Digital Transformation Maturity Model" as the standard, which is applicable to all industries and various types of enterprises.
The Capability Maturity Model for Intelligent Manufacturing (CMMM) aims to help enterprises grasp the current level of intelligent manufacturing capabilities, clarify improvement directions and paths through CMMM. According to the standard GB/T 39116 "Capability Maturity Model for Intelligent Manufacturing", it is mainly applicable to manufacturing enterprises.
The Data Management Capability Maturity Model (DCMM) aims to help enterprises grasp the current level of data management capability, clarify the direction and path for improving data management capability construction through standardization. Based on the standard GB/T 36073 "Data Management Capability Maturity Assessment Model", it is applicable to all industries and types of enterprises.
Industrial Internet platform implementation aims to guide industrial Internet platform construction and operation enterprises to continuously improve the application level and capability of industrial Internet platform construction through the implementation of standards. The standards are GB/T 41870 Industrial Internet Platform Enterprise Application Level and Performance Evaluation, and GB/T 42562 Industrial Internet Platform Selection Requirements, which are mainly applicable to industrial Internet platform construction and operation enterprises.
