Notice on Carrying Out the First Batch of Standard Implementation and Certification Services for Delivery Capability Maturity Model for Information Systems (DCSC) in 2025

To thoroughly implement the requirements of documents such as the *Outline of the National Informatization Development Strategy* and the *14th Five-Year Plan for National Informatization*, give full play to the supporting and leading role of standardization, help enterprises improve their information system service capabilities through standardized means, enhance their core competitiveness, and further promote the high-quality development of the information industry in our province, the Provincial Institute of Electronic Quality Inspection, as one of the first batch of domestic cooperative units for the pilot promotion and publicity of the DCSC standard, is entrusted by the organizer to issue the following notice on matters related to qualification application:

一、Introduction to Delivery Capability Maturity Model for Information Systems (DCSC)

The Capability Maturity Model for Information System Delivery (DCSC) is an important standard released and implemented by the China Electronics Society in 2022. This model aims to measure the information system service delivery capability of enterprises through scientific and systematic evaluation methods, in order to help enterprises achieve best management practices and improve the overall level of information system delivery.

The certification process of DCSC is strictly supervised by the National Certification and Accreditation Administration, ensuring its authority and credibility. Enterprises that pass the evaluation will receive the "Information System Delivery Capability Certification" issued by the evaluation agency and the "Information System Delivery Capability Level Certificate" issued by the China Electronics Society. This is not only a symbol of the company's strength, but also an important capital for its participation in market competition. The qualification for information system delivery capability is divided into five levels, in descending order: Level 1 (basic level), Level 2 (robust level), Level 3 (collaborative level), Level 4 (quantitative level), and Level 5 (outstanding level).

二、The significance of applying for the Information System Delivery Capability Level Certificate

The Information System Delivery Capability Level Certificate is a qualification certificate that reflects the actual situation, professional level of information delivery capability, and core advantages of the enterprise. It is an important enterprise qualification that is subject to strict supervision by the National Certification and Accreditation Administration.

The Information System Delivery Capability Level Certificate can help enterprises obtain products and services that meet quality requirements. Effective management of delivery capabilities during the information system delivery process can improve delivery quality and reduce risks for information system service providers. It is of great significance to maintain market order in the industry, ensure the quality of information system projects, guide information system service enterprises to use standardized methods to organize operations, management, and services, promote industrial development, and enhance the level of enterprise delivery management.

三、Declaration Conditions

The applicant must meet the following basic requirements:
1. Possess a business license issued by the Administration for Industry and Commerce and engage in information system delivery business;
2. Good social reputation, good credit and public image, good awareness of intellectual property protection, no violation of national laws and regulations in the past three years, no abnormal operation or serious illegal or dishonest behavior, and no unfair competition behavior;
3. Meet the corresponding level requirements in the Information System Delivery Capability Maturity Model;
4. Voluntarily entrust a third-party certification unit recognized by the China Electronics Society to conduct an evaluation, and the evaluation results can be queried on the national certification and accreditation platform.

四、Application Process

01. Declaration: The enterprise shall fill out and submit the attached "Application Form for Certification of Information System Delivery Capability Maturity Model (DCSC)", and contact the consulting teacher to submit relevant materials. The consulting teacher shall determine the service fee and plan, and provide consultation and coaching for the plan.
02. Evaluation: Conduct pilot evaluation work according to the evaluation criteria and process.
03. Certificate Issuance and Publicity: Enterprises that have passed the certification review will obtain the DCSC certification certificate and DCSC capability level certificate. The evaluation results will be posted on the website of the China Electronics Society（ https://www.cie.org.cn ）Publicize and the final evaluation level results can be queried on the information system delivery management platform.
