The Advanced Training Course for High-Level Talents in Data Elements was successfully held in Suzhou.
From April 20 to 21, 2024, the two-day Advanced Training Course for High-Level Talents in Data Elements was successfully held in Suzhou. The course was guided by the Talent Exchange Center of the Ministry of Industry and Information Technology for capability evaluation, and jointly hosted by Gongxintong (Beijing) Technology Co., Ltd., Suzhou Big Data Exchange, East China Big Data Trading Center, and Jiangsu Wuxi Big Data Trading Co., Ltd. The training course focused on four modules to discuss cutting-edge knowledge in the data element industry: "Guidance on Public Data and Giving Play to the Multiplier Effect of Data Elements", "Enterprise Data Resources: Data Entry into Accounting Books and Data Business Practices", "Exploration of Data Element Market and Data Asset Evaluation and Pricing", and "Building a Data Pricing Mechanism with Chinese Characteristics and Realizing the Value of Data Assets". More than 100 high-level practitioners from the national data element field, including the digital government affairs system, data management system, data trading platform system, data service providers, third-party data service institutions, and vertical fields, participated in the training and successfully completed the relevant courses to graduate.


In his speech, Cheng Yu, Director of the Talent Development Division of the Talent Exchange Center of the Ministry of Industry and Information Technology, emphasized the core role of talents in the process of digital transformation and the urgency of establishing a talent evaluation system. Director Cheng pointed out that in the context of the digital era, data has become a valuable resource for enterprise and social development. The capitalization of data is not only a key approach to the construction of China's data element market, but also the cultivation of relevant talent teams is the foundation for ensuring high-quality development. At present, the Party Central Committee and the State Council have attached great importance to talent work, regarding it as the foundation and strategic pillar for building a modern socialist country in an all-round way. The Advanced Research Institute of Data Elements has provided strong support in cultivating high-quality data element talents, injecting strong impetus into the high-quality development of the data element market.

Director Zhao clearly pointed out that the primary task is to advance the market-oriented allocation of data elements and deeply tap into the huge potential of data resources. He further explained that as a unique resource, the true value of data lies in the extent to which it is effectively utilized. In addition, Director Zhao also emphasized that solving the problem of the basic framework for the market-oriented allocation of data elements is equally crucial, which requires relying on a sound data infrastructure as a strong backing. At the themed sharing session entitled "Data Asset Evaluation", Yang Hanfang, a professor from Renmin University of China, conducted an in-depth analysis of several key issues faced by the data industry, including development bottlenecks such as the closed nature of online platforms and the incompleteness of industrial chains. He emphasized the core position of data as a production factor in promoting the intelligentization of industries, as well as its key role in advancing industrial integration and green transformation. Professor Yang predicted that the future data industry will move towards the integrated development of market-oriented allocation, professional services, and the popularization of infrastructure. Meanwhile, he pointed out that the data element market is currently confronted with a series of challenges, such as an imperfect policy system and insufficient supply of high-quality data. To address these, he suggested strengthening the professional capabilities of data brokers, promoting standardized management of data, and building an efficient, secure, and trustworthy new system for data circulation to facilitate the healthy growth of the data industry. Professor Yang's profound insights and constructive suggestions have provided clear guidance for the development trend of the data brokerage industry. It is reasonable to believe that driven by policy guidance, market demand, and technological innovation, China's data industry will embrace broader development prospects.

Wang Jianping elaborated in detail on the "five-step" path for including data resources in financial statements, and provided incisive insights into key links such as implementation strategies and platform construction. This offers clear and effective guidance for enterprises on how to formally record data resources in accounting statements, aiming to help enterprises realize the capitalization of data resources more efficiently and enhance the value of data assets.


At the themed sharing session entitled "Research on the Policy System and Practice Path of Public Data Operation", Liu Zhi, Director of the Data Management Division of the Big Data Development Department of the National Information Center, elaborated in depth on the process of public data from opening up to operation. Liu Zhi pointed out that since public data operation was explicitly included in the "14th Five-Year Plan", local governments have responded positively and actively promoted the effective use of public data. However, there are differences among various regions in terms of policy refinement and data operation management, and the coverage is also inconsistent. In her sharing, Liu Zhi made a detailed distinction between the starting scope and the ideal scope of public data operation. Combining with cases, she emphasized that in the process of promoting public data operation, it is necessary to be alert to the potential hidden debt risks of local governments. She stressed that public data comes from the people, and its application should also serve the people, which reflects the value and significance of public data. Director Liu Zhi's speech not only provided the audience with profound insights into public data operation, but also offered valuable references for the formulation and implementation of relevant policies.
